D way , Leningrad since blys stealth fire got nerfed. Both are very powerful at their tier. . The Blys has a minimum detection of 6. This limits the use of her torpedoes to direct attacks only rather than having any use as an area denial weapon. Blyskawica has garbage handling and crap detection. We get a chance to eliminate a enemy and the game drags into a close finish.
On German ones you may consider taking Adrenaline Rush first. I have a Leningrad as well, but haven't played it in a while. To this end, I prefer Blyskawica specialized to set blazes rather than deal direct damage. You will struggle to keep your guns on target if you try to wiggle. This is a precious asset to hamper. Something relatively small like New Dawn feels outright claustrophobic, you'll have to memorize every last detail of the map or you'll constantly fall prey to ambush attacks by islands. Preventative Maintenance tweaks those odds.
It's a more tactical ship than just spammy spam spam. I do find that the value of this diminishes when your Captain takes the Superintendent skill which also provides an additional charge. Her guns rotate at 10º per second. The Błyskawica is kinda known for being a stealth firing firestarter whereas I imagine Leningrad is going to shine more with her torps. I don't think it's worth it to shoehorn Leningrad into the role of a torpedo boat.
